NCH Imposes Strict Penalties for Non-Compliance of Minimum Essential Standards
The National Commission for Homoeopathy (NCH) has issued a strong directive to all Homoeopathic Medical Colleges regarding strict compliance with the Minimum Essential Standards (MES) Regulations, 2024.
As per the notification, conformity to the Minimum Essential Standards for Homoeopathic Colleges and Attached Hospitals is mandatory and non-negotiable.
Why This Circular Matters
The Medical Assessment and Rating Board for Homoeopathy (MARBH), under the Assessment and Rating of Medical Institutions Regulations, 2024, has observed lapses in compliance by certain institutions.
Non-compliance affects:
- Academic standards
- Clinical exposure
- Faculty authenticity
- Institutional credibility
- Student future
Therefore, penalties have now been formally structured under Section 9 of the Regulations.
Detailed Penalty Structure
Forged Documents – ₹5 Lakh
If a medical institution submits forged documents to claim compliance with Minimum Essential Standards:
Penalty: ₹5,00,000
False Teaching Experience – ₹5 Lakh per Teacher
If institutions provide fake or inflated teaching experience certificates:
Penalty: ₹5,00,000 per teacher
Ghost Teachers – ₹10 Lakh + ₹5 Lakh
If institutions list non-existent or non-working faculty as full-time teachers:
This is one of the most serious violations.
Failure to Rectify Deficiencies – ₹5 Lakh
If deficiencies identified during inspection are not corrected within the given time:
₹5,00,000 penalty
Non-NEET / Non-AIAPGET Admissions – ₹10 Lakh per Student
Admissions without mandatory entrance qualifications:
₹10,00,000 per student
